It could operate using principles borrowed from other projects or mouvements, such as Open Directory, Wikipedia, Free Software and P2P.

The applications would be reviewed by volunteers to make sure that the websites were indeed non commercial and met other criteria to be determined. Each website would itself indicate the pages it wants to have crawled and listed, up to a maximum limit (for example, ten pages per website).
